Biography
 
 
 
JANET P. BROOKS focuses her practice in environmental, land use and administrative law. With more than 30 years experience in environmental law she has represented municipalities, environmental organizations, citizens, the state environmental and agricultural agencies.

She has extensive experience before state administrative agencies and municipal land use commissions. Her substantial trial experience includes a number of multi-week trials on the state's complex litigation docket. She has argued cases before the Superior, Appellate and Connecticut Supreme Court.

During her 18-year tenure in the Attorney General's Office, Attorney Brooks brought enforcement actions in administrative and court proceedings. She was engaged in lengthy administrative hearings, both for permit applications and enforcement actions. She coordinated the office's Wetlands Practice Group, litigating wetlands appeals throughout the state. Collaborating with others, she developed the legal component of training for municipal wetlands commissions incorporated into DEP's training. Since 1990 she has been a well-known speaker on wetlands training.

In the fall of 2006, Attorney Brooks, along with her co-author David F. Sherwood, published Connecticut Environmental Protection Act, Volume 15 of the Connecticut Practice Series. This treatise is a practice manual on all aspects of the law, intervention in agency proceedings and direct civil actions filed in court to protect natural resources of the state from unreasonable impairment, destruction and pollution. The treatise is available in the courthouse libraries throughout the state.

Attorney Brooks is a member of the Environment Section and a member of the Executive Committee of the Planning and Zoning Section. She is a presenter in courses offered by Planning & Zoning Section to land use commission members and attorneys.



Volunteer Positions:

· Connecticut Association of Conservation and Inland Wetlands Commissions (CACIWC): Attorney Brooks writes a column, "Journey to the Legal Horizon" for CACIWC's quarterly newsletter, The Habitat.


· MARC Community Resources, Middletown: member of the Board of Directors and Finance Committee, of the non-profit agency dedicated to serving the developmentally disabled residents of Middlesex County.



Awards:

2011 - Outstanding Advocate for Outdoor Recreation: by the Connecticut Forest & Park Association, for efforts in advocating for passage of Public Act 11-211 to restore liability protection for municipalities which allow recreational use of their lands

1985 - Middlesex Association of Retarded Citizens Community Service Award: for advocacy on behalf of elderly developmentally disabled man;

1984 - German Marshall Fund of the United States: one of five Americans chosen as recipient of two-month environmental fellowship. Topic of investigation: citizen participation in hazardous waste management in West Germany, the Netherlands, Italy and the United Kingdom.




In her leisure time, Janet enjoys canoeing in quiet waters
in Connecticut, the Adirondacks and Maine. Janet is a triathlete.
