The firm has depth and breadth in the area of environmental law.
Attorney Brooks has worked in the area of environmental law continuously since
1981. She has represented the City of Middletown, the Town of East Hampton,
environmental organizations, businesses, religious institutions, farmers,
individuals, state officials and, for the majority of her practice, the state
Department of Environmental Protection.

The work
in these areas includes remediation of pollution problems and the processing of
permit applications. Attorney Brooks' familiarity with state administrative
law, state court trial and appellate procedures is extensive.

Attorney Brooks coordinated the Wetlands Practice Group at the
Attorney General's Office for over sixteen years. The Wetlands Practice Group
was involved in appeals from municipal wetlands agencies filed in courthouses
around the state. She appeared in hundreds of wetlands appeals in all parts of
the state.
Since 2006, when she left state service for private practice, she has
appeared before wetlands agencies in Fairfield County, Litchfield County, New
Haven County, Middlesex County, New London County and Hartford County. Since
1981, she has represented the DEP, municipalities, applicants for regulated
activities, those proposing to conduct exempt activities, most notably farming
activities, abutters to proposals and environmental intervenors. These matters
involve both permit proceedings and enforcement actions, brought on behalf of
governmental agencies and defending clients subject to enforcement, in
administrative and court proceedings.
While at the Attorney General's Office, she was sole counsel to DEP as it
developed its Aquifer Protection Act program, through the adoption of
regulations, model regulations and initial stages of transfer of responsibility
to municipalities.
In private practice Attorney Brooks has represented municipalities concerning
wetlands, zoning, zoning board of appeals, and historic district issues,
in administrative and court appeals, as well as individuals appearing
before those agencies. The legal matters included affordable housing, federal
fair housing act and variances.
Throughout her land use practice she has advised governmental and private
clients regarding the Freedom of Information Act. She has appeared before the
Freedom of Information Commission in contested cases. |
